Kibart is providing mechanical/electrical engineering design services as the entire building is modernized as part of the major renovation for the Shillman Building to be converted into a Baltimore City District Court. Kibart was also the Engineer of Record for the building renovation when originally purchased by the State in 1994.

- General Public Waiting Room
- Police Liaison Room
- Offices for Court Clerks, Bailiffs and other personnel
